Public Decisions Database


This database contains decisions on all public judicial disciplinary cases since the inception of the commission in 1960. Cases not involving public charges or public discipline remain confidential under the California Constitution and the commission’s rules.

Pursuant to amendments to the Constitution, which took effect in March 1995, the commission is authorized to impose all disciplinary sanctions, subject to discretionary review by the Supreme Court. Prior to that, the Supreme Court had the authority to censure or remove judges from office upon recommendation by the commission.

Summary

Judge Gibson displayed impatience, irritation and sarcasm towards the attorneys in one matter in 2010. When one of the attorneys, a female, was in chambers with the judge, he made a crude remark and gesture. On another occasion when talking to attorneys in a court hallway, the judge made another crude gesture. The judge also made fun of a woman attorney in court. The Commission found Judge Gibson violated Canons 1 and 2A of the Code of Judicial Ethics by failing to maintain high standards of conduct and failing to act in a manner that promotes public confidence in the integrity of the judiciary. In issuing a public admonishment, the Commission took into account Judge Gibson’s public admonishment in 2000 for similar insensitive and inappropriate conduct.
