Public Decisions Database
This database contains decisions on all public judicial disciplinary cases since the inception of the commission in 1960. Cases not involving public charges or public discipline remain confidential under the California Constitution and the commission’s rules.
Pursuant to amendments to the Constitution, which took effect in March 1995, the commission is authorized to impose all disciplinary sanctions, subject to discretionary review by the Supreme Court. Prior to that, the Supreme Court had the authority to censure or remove judges from office upon recommendation by the commission.

Summary | Judge Griego engaged in a pattern of pervasive poor demeanor during small claims trials and civil harassment restraining order hearings. Judge Griego made discourteous, disparaging, and gratuitous remarks to litigants; made comments conveying the appearance of bias and prejudgment; and raised his voice at litigants. Judge Griego’s conduct reflected a pattern of intemperate behavior toward self-represented litigants. The commission observed that, although a judge must control their courtroom, it is improper to do so in a way that is discourteous and impolite, especially when dealing with self-represented parties. The commission also expressed criticism of the judge’s practice of insisting that litigants insert “Your Honor” into statements where no personal address was necessary. Judge Griego’s misconduct was aggravated by prior discipline. |
