Public Decisions Database
This database contains decisions on all public judicial disciplinary cases since the inception of the commission in 1960. Cases not involving public charges or public discipline remain confidential under the California Constitution and the commission’s rules.
Pursuant to amendments to the Constitution, which took effect in March 1995, the commission is authorized to impose all disciplinary sanctions, subject to discretionary review by the Supreme Court. Prior to that, the Supreme Court had the authority to censure or remove judges from office upon recommendation by the commission.

Summary | Former judge Seeman disciplined for prejudicial misconduct and willful misconduct involving his handling of his neighbor's financial affairs, his failure to disclose a loan to him from the neighbor and to disclose other financial interests on his Statement of Economic Interest, his false statement in an application for registration of a vehicle with the Department of Motor Vehicles concerning the value of an automobile he had purchased, and his use of court personnel to access Department of Motor Vehicles registration records to obtain information about individuals for a purpose unrelated to the faithful discharge of judicial duties. The judge was convicted of two felonies. |
