Public Decisions Database


This database contains decisions on all public judicial disciplinary cases since the inception of the commission in 1960. Cases not involving public charges or public discipline remain confidential under the California Constitution and the commission’s rules.

Pursuant to amendments to the Constitution, which took effect in March 1995, the commission is authorized to impose all disciplinary sanctions, subject to discretionary review by the Supreme Court. Prior to that, the Supreme Court had the authority to censure or remove judges from office upon recommendation by the commission.

Summary

The commission recommended removal of Judge Stevens from office for dismissals of six criminal cases, either after ex parte meetings or discussions with the defendants or without adequate cause, including the dismissal, on the day Judge Stevens took office, of a case in which the judge had been serving as counsel before taking the oath of office. The judge also engaged in a course of conduct to ridicule law enforcement and public officials. The judge exhibited bias against the People in criminal cases. The commission’s recommendation for removal of the judge was rejected by the Supreme Court without comment.
